Following sent at the request of Acting Doyen; -

"Corps Diplomatique agreed this morning on following text of a letter from Acting Doyen to you as Senior Consul

copy to follow by post".

"Sir,

With reference to your letters dated September 7 and October 24 last on the subject of the claim put forward by the Government of Dr. Sun Tat-sen in Canton to a share in the Customs surplus after foreign obligations charged on Customa revemies are paid I have the honour to inform you that this question was duly considered by the Corps Diplomatique. The conclusion arrived at which I am desired to request you to bring to the notice of Canton Authorities concerned was to the effect that granting or refusal of such a claim does not lie within province of Corps Niplomatique.

The Signatory Powers of the final Protocol of Septem- ber7 1901 derive from that Protocol the right to ensure priority of payment of interest and amortisation of certain foreign loans secured on Customs revenues previous to 1901 and of payment of interests amortisation of indemnity men- tioned in Article 6 thereof but no treaty right has been conferred upon them to decide for what purpose the Chinese Government shall use funds which at end of each year shall remain at disposal of that Government after service of said leans and indemnity shall have been entirely provided for.

Moreover by agreement between Diplomatic Body and Chinese Government of January 30, 1912, the former were practically appointed trustees of Maritime Customs' revenues
